Copilot Enablement Day

Supporting Llanelli Rural Council’s Digital Journey:

Llanelli Rural Council wanted to modernise its IT services and explore how technology could help deliver better, more affordable services for residents. Staff engagement and understanding were central to that ambition. 

The council at a glance:

  • 46 employees, reported in 2025/26. 
  • ÂŁ1.69 million precept for 2026/27. 
  • Nine community halls, seven parks and 18 children’s play areas. 
  • Services also include cemetery management and grants to community organisations.

The council also runs LRC Training, a self-financing training department established in 1988. It delivers apprenticeships, employment support and vocational training, including Jobs Growth Wales+ programmes across Carmarthenshire. This extends the council’s role into helping people build skills and find employment. 

Building Staff Confidence: 

In August, CloudyIT delivered a Copilot enablement day as part of our ongoing enablement programme. Demonstrations and practical activities helped staff explore AI through familiar tasks, including drafting reports, reviewing policies and working with spreadsheets. 

Reducing routine administration could help the council lower costs and free up staff time for community priorities. Involving staff helps identify where AI could make the most useful difference across its services. 

Encouraging early results:

  • 4.5 out of 5 — average workshop rating. 
  • 64% to 91% — an increase in matched respondents feeling fairly or very confident using Copilot. 
  • 92% — intended to try Copilot on their chosen task within two weeks.

Continuing the Journey:

Staff have since been provided with Copilot licences, and we are continuing to support them through our Digital Skills Programme, with access to our trainers as they put their learning into practice. We will also check in to measure progress, understand what is working and identify where further support could help turn growing confidence into time savings and better council services.

Survey figures exclude test entries and account for a duplicate baseline submission. Confidence results compare 11 matched respondents; other figures reflect 12 post-workshop responses. Service improvements and cost savings have not yet been measured. 

Explore AI at your council:

The improvement suggestions were as useful as the praise, and they’ll shape the next event: more time to consolidate after each demo, slides shared in advance, and pre-loaded council documents so the workshops start faster. Several delegates also asked for a more advanced follow-on session — a good problem to have, and one we’re already thinking about.
